EUCI’s annual Non-Wires Alternatives (NWA) Conference serves as a forum for the energy industry to explore the dynamic landscape of NWA projects and their increasing prominence as replacements for traditional—and often expensive—transmission and distribution upgrades.

The program is designed to assess various Non-Wires Alternatives (NWAs) projects and technologies. It will explore their market and regulatory drivers, challenges, overall resource value, and strategies for grid deployment.

PG&E will present on the Distribution Investment Deferral Framework (DIDF) program. This program aims to leverage Distributed Energy Resources (DERs) to defer traditional wires investments and features two procurement mechanisms.

The presentation provides a brief overview of the program and how it came to be as well as share lessons learned on how distribution projects are identified and prioritized for DIDF. Additionally, it will highlight the successes and challenges of the different procurement mechanisms and the sourcing process.

The ISBM Project is a REV Demonstration Project managed by O&R and Sunrun. The ISBM Project aims to illustrate an innovative solar plus storage system Virtual Power Plant (“VPP”) business model to optimize and deliver clean energy, provide dispatchable grid services and reduce costs for customers. The ISBM Project tests the hypothesis that a collection of behind-the-meter (“BTM”) solar plus storage systems can be aggregated to provide value to the host customer, electric distribution system, and bulk system services.  Moreover, it explores whether this value can be allocated across participating customers, non-participating customers, utilities, and developers, producing cost efficiencies and increased engagement by all parties involved.

  • File quarterly reports with our regulator – as of Feb 8th, 2024 there are 185 systems online with 20 in a Disadvantaged Community

  • Performed outreach to local groups and attended local events to educate the public
  • Lessons Learned on market penetration, reasons for home disqualification, retrofitting existing systems, and permitting with local authorities

12:30 – 1:30 p.m. :: Case Study by Avangrid: Stillwater Project: Lessons Learned 

New York State Electric & Gas Corporation (NYSEG) recently energized its first Non-Wires Alternatives (NWA) project in New York. Owned and operated by a third-party developer, the 1 MW battery energy storage system will provide increased energy reliability to customers in Stillwater, New York. The project was selected as a cost-effective alternative to the traditional solution following a competitive solicitation issued in 2017, which resulted in more than 13 proposals received. NWA projects support New York State’s energy and climate goals established by the Climate Leadership and Community Protection Act (CLCPA).

This session will cover the implementation process, with insights into challenges and lessons learned, showcasing the adaptability and forward-thinking nature of NYSEG and Avangrid in delivering optimal solutions for the benefit of Avangrid and its customers.

Con Edison, an investor-owned utility with over a decade of experience pursuing Non-Wires Alternatives to defer or eliminate traditional infrastructure projects, will present a case history for its flagship Brooklyn-Queens Demand Management (BQDM) portfolio. This session will focus on the stages of portfolio implementation from 2014 to the present, highlighting the evolution of the program and discussing how specific challenges were met. Con Edison will be sharing some key learnings from our experience in BQDM and how those experiences have shaped other NWA portfolios. We will also emphasize the role of third-party customer-sited solutions and competitive procurement in our overall approach.

3:45 – 4:45 p.m. :: Case Study: Central Hudson’s Custom Savings Program: Equity in Distributed Energy Resources

Historically, Central Hudson has been limited to those with directly controllable end-uses, such as central A/C. This excluded a large subset of participants that rely upon window units for A/C or simply do not have these devices in their homes. To make the program more equitable across customers we’ve expanded it to include Custom Savings, or a $/kW incentivized program that relies upon manual Demand Response rather than just Direct Load Control.

During this session, Central Hudson will present their data showcasing a customer’s typical event day load. This information aims to provide a comprehensive understanding of load patterns, and non-wires alternatives application across diverse customer profiles.

DTE and Energy Sciences have collaboratively tailored a three-year geo-targeted pilot with enticing bonus incentives for customers within our non-wires area, which utilizes the existing Commercial and Industrial (C&I) energy efficiency programs. In this session, DTE and ESciences will explain the intricacies of ongoing field testing entering the third (and final) year.

In this session, they will discuss how they have refined their approach using insights from various methods they have tested to realize the previous year’s coincident peak load reduction targets. These initiatives aim to achieve cost-effective targets and are crafted intentionally with the overarching goal of deferring substantial capital investments.
