This comprehensive one-day course moves beyond regulatory theory to provide practical, field-tested knowledge for stormwater professionals. The agenda focuses on the implementation of the National Pollutant Discharge Elimination System (NPDES) program, with primary emphasis on managing the Development Review process, developing and implementing defensible Stormwater Management Plans (SWMPs/SWPPPs) for Construction Site Runoff Control, and ensuring long-term Post-Construction SCM performance. Attendees will gain a deep understanding of how the six Minimum Control Measures (MCMs) work together to form a robust and complete approach for environmental protection and pollution prevention in stormwater management.

Learning Outcomes

Upon completion of this training, attendees will be able to:

  • Apply the federal regulatory framework for healthy waterways and stormwater quality, and the six Minimum Control Measures
  • Assess common Development Review processes to help ensure site plans and other associated drainage documents meet local design standards before the start of construction
  • Develop and implement a compliant Stormwater Management Plan (SWMP/SWPPP) for construction site runoff, integrating best-practice BMPs and effective contractor engagement
  • Establish protocols for long-term Post-Construction SCM compliance, including O&M plans, inspection procedures, and performance verification

Cancellations received after this date will create a credit of the tuition (less processing fee) good toward any other EUCI event. This credit will be good for six months from the cancellation date. Course Timing

Module 1: Clean Water Act Foundations & the Six Minimum Control Measures of Stormwater Management

This module will establish the "why" behind stormwater management by examining urbanization's impact on water quality and the foundational policies of the Clean Water Act and NPDES program. We will introduce the framework of the six MCMs, focusing on the key programmatic elements in pollution prevention:

  • Public Education (MCM 1)
  • Public Involvement (MCM 2)
  • Illicit Discharge Detection (MCM 3)
  • Construction Sites (MCM 4)
  • Post-Construction Stormwater Infrastructure (MCM 5)
  • Good Housekeeping (MCM 6)

Module 2: Stormwater Management in the Development Review Process

This module will detail how local MS4s collaborate with developers, engineers and contractors to ensure new development and redevelopment sites comply with stormwater requirements before construction begins. We will cover plan review essentials like Completeness and Technical Reviews, confirming that permanent Stormwater Control Measures (SCMs) meet mandatory design standards (e.g., Water Quality Capture Volume). Topics include the submission of detailed site plans and drainage reports, developing long-term Operations & Maintenance Plans, and the final requirements for As-Built Certifications.

Module 3: The Construction SWMP/SWPPP: From Planning to Final Stabilization

This session will provide a deep dive into the most critical compliance document: the Stormwater Management Plan (SWMP/SWPPP). We will cover the complete project lifecycle, from initial plan development to final stabilization. Topics include:

  • Developing a living SWMP: Site Maps, Phasing Plans, and Pollutant Source Identification.
  • Selecting and Implementing effective Erosion & Sediment Control (ESC) BMPs.
  • Managing "Good Housekeeping" (e.g., concrete washout, materials storage, spill prevention).
  • Navigating dual-government oversight (State CGP vs. Local MS4).
  • Crucial Compliance: Site inspection protocols, documentation, and corrective action procedures.
  • Effective developer and contractor engagement strategies.

Module 4: Post-Construction Stormwater Management & Long-Term Maintenance (MCM 5)

The final module will focus on the long-term performance of stormwater infrastructure after construction is complete. We will explore modern site planning approaches, including Low Impact Development (LID), and detail the technical requirements for permanent Stormwater Control Measures (SCMs). Crucially, this session will provide strategies for managing the entire SCM asset lifecycle: long-term inspection, maintenance plans, and performance verification.

Judah Gaioni is a seasoned Colorado Professional Engineer with over 20 years of experience in stormwater engineering and environmental compliance.  As the Stormwater Engineer at the One Water Solutions Institute’s Colorado Stormwater Center, he's dedicated to building and maintaining resilient urban watersheds. He has a proven track record of developing and implementing successful stormwater management programs, ensuring regulatory compliance, and protecting watersheds from non-point source pollution.

In addition to his engineering expertise, Judah is a passionate educator with extensive experience hosting trainings for the Colorado Stormwater Center. He's skilled at making complex topics accessible and engaging, and he's committed to sharing his knowledge to help others improve stormwater management practices.
