Effective commissioning is essential to ensuring that battery energy storage systems (BESS) operate safely, reliably, and in compliance with technical, regulatory, and commercial requirements. This course provides practical guidance for successfully commissioning utility-scale and distributed battery energy storage systems. Attendees will evaluate the entire BESS commissioning lifecycle, from pre-commissioning planning to functional testing, performance verification, documentation, and turnover.  

This course will equip attendees to navigate the technical, contractual, and safety considerations that shape BESS commissioning. Attendees will explore strategies for: 

  • Building commissioning schedules and identifying project-specific requirements 
  • Coordinating and evaluating technology specific tests, PPC tests, and site-level tests
  • Safely energizing battery energy storage systems
  • Integrating commissioning results into a successful handover to operations teams 

Attendees will leave with the skills needed to confidently manage BESS commissioning projects, improve operational readiness, and reduce safety risks.

  • Discuss a commissioning schedule from mechanical completion through commercial operation date based on project sequencing and milestones 
  • Analyze project footprint considerations, including grid jurisdiction, transmission operator, back feed provider, and PPA customer, to determine required coordination and testing 
  • Coordinate OEM commissioning and testing activities for batteries, inverters, and fire protection systems 
  • Apply permitting, jurisdictional, and contractual requirements to commissioning testing, documentation, and acceptance timelines
  • Evaluate system completeness and readiness for commissioning by assessing mechanical completion  
  • Apply cold and warm commissioning procedures to verify correct installation, wiring, and system functionality 
  • Assess pre-energization requirements, approvals, and tests to safely energize a BESS facility 
  • Explain hot commissioning procedures used to validate unit/system operation under energized conditions
  • Describe typical site-level acceptance tests, including specific jurisdictional examples
  • Evaluate site-level acceptance testing results to confirm performance across utility-scale, C&I, and small-scale BESS installations
  • Integrate commissioning outcomes and documentation to support a successful transition from commissioning to operations

Paul Moeller is a Project Manager working on behalf of the NextEra Energy commissioning team, where he leads commissioning operations for Battery Energy Storage System (BESS), and Substations projects. With extensive experience in both BESS and Substation commissioning, Paul has developed comprehensive commissioning protocols and closeout processes to ensure safe, reliable project delivery.

His work spans the technical complexities of energy storage systems as well as protective relaying systems. From equipment integration and testing to coordination with OEMs on root cause analysis and performance optimization, Paul's practical approach to commissioning challenges has contributed to the successful deployment of Substation and BESS projects. He is passionate about advancing industry knowledge and overcoming new obstacles in the rapidly evolving power industry.

Kaushik's background is Electrical Engineering and has worked in different roles within the Utility Scale power generation space from thermal generation to battery energy storage systems. With 14 years of experience spanning GWs of utility-scale projects across PJM, ERCOT, CAISO, and WECC, Kaushik has supported projects both from an EPC, as EOR and now on the IPP-side.

With experience spanning GW-scale utility projects across ERCOT, CAISO, and APS, Varun has delivered SCADA integration, advanced closed-loop controls, and full commissioning for over 1.5 GW of BESS and solar PV assets.
