Canada’s electric utilities continue to be in the forefront of energy industry transformation. Customers and politicians are increasingly demanding that utilities accelerate the transition to cleaner, renewable sources of energy. As part of that transition, interest groups are promoting beneficial electrification, the conversion of energy end-uses to reliance on renewable sources, driving forecasted loads ever higher. At the same time, traditional interests in conservation and in controlling grid cost growth are applying countervailing pressure.
The key to balancing these complex forces, and controlling cost, is rate design that will continue the task of revenue recovery and convey variable energy availability to customers. Register now for this interactive Rate Design Conference to learn from utilities and industry experts about innovative rate options to better serve the customer of today and tomorrow.
Learning Outcomes
- Discuss rate design that helps better manage the grid
- Examine rate classification issues and challenges for large customers

1:30 – 4:30 p.m. :: Session I: Pricing for Large Customers
(includes break)
Cryptocurrency mining, data centres, marijuana grow-houses, etc. generate a sizeable electricity load which creates challenges of generation pricing and cost recovery. More generally, customers may have competitive alternatives that compel a utility to explore ways to offer pricing that meets marginal cost standards but that departs from embedded cost pricing. Customer emphasis on competitive pricing and supply alternatives continues to challenge utilities’ traditional methods of revenue recovery. This session will review how these pressures combine to advance revision of rates serving large customers.

Session II Overview: Rate Design to Support Beneficial Electrification
“Beneficial electrification”, the conversion of end uses to renewable electricity, can be facilitated by innovations in retail electricity pricing. Through pioneering rate design, utilities are in a unique position to enable increases in customer usage that recognize incremental cost to serve and that minimize costs of grid expansion. The industry is well into revising its original attempts to price services for customers wishing to charge their electric vehicles (EVs), to integrate their distributed energy resources (DER) with the grid and to accommodate new customers reliant upon access to low-cost energy. In this session, hear how utilities are facilitating innovate rate design to meet these challenges with marginal cost-based pricing techniques that cover costs and deliver advantageous pricing options.

(includes 15 minute break)
Session III Overview
Residential rate design in the past was not very effective at reflecting costs, with the collection of revenues via simple rate structures taking priority. Small customer rates need to be designed to reflect costs, to promote efficiency in the use of electricity and equity across customers. With increases in technology, customer sophistication, and access to supply alternatives such as distributed generation, it is important for providers to revise their rates. Residential rates should be designed to accomplish a range of these advancements. This session will review utility initiatives to meet these challenges.

Visitors must be fully vaccinated
Visitors coming into a BC Hydro workplace and beyond lobbies and reception areas need to be fully vaccinated and must provide proof of vaccination. Visitor examples include vendors providing goods and services without a formal contract, caterers delivering into meeting rooms/kitchens, milk/coffee deliveries into our kitchens, customers, external students at the Trades Training Centre, prospective suppliers, salespeople and employee family members. Visitors need to follow all our existing protocols for each facility, such as signing in with Security and obtaining a visitor pass. The organizer of the meeting or visit needs to let their visitors know in advanced of the vaccination requirements.
- At Dunsmuir, Edmonds, Fraser Valley Office, GMS, Revelstoke and Mica, Security personnel will complete the visual check of the visitor’s vaccine card
- At all other locations, the person hosting the visitor(s) will need to conduct a visual check of the visitor’s vaccine card and confirm the name matches their photo ID prior to admitting them on site
In all cases, visitors will need to present valid photo ID and either their BC Vaccine Card, Canada Vaccine Card or Centers for Disease Control and Prevention card
With this change, meetings with visitors or external parties can now be held on any floor at Edmonds and Dunsmuir. Visitors are now permitted back at other offices as they were pre-pandemic, following this guidance.
