“Beneficial electrification”, the conversion of end uses to renewable electricity, can be facilitated by innovations in retail electricity pricing. Through pioneering rate design, utilities are in a unique position to enable increases in customer usage that recognize incremental cost to serve and that minimize costs of grid expansion. The industry is well into revising its original attempts to price services for customers wishing to charge their electric vehicles (EVs), to integrate their distributed energy resources (DER) with the grid and to accommodate new customers reliant upon access to low-cost energy. Session III Overview

Residential rate design in the past was not very effective at reflecting costs, with the collection of revenues via simple rate structures taking priority. Small customer rates need to be designed to reflect costs, to promote efficiency in the use of electricity and equity across customers. With increases in technology, customer sophistication, and access to supply alternatives such as distributed generation, it is important for providers to revise their rates. Residential rates should be designed to accomplish a range of these advancements. This session will review utility initiatives to meet these challenges.

“Efficient electrification” is being accorded the status of a Holy Grail. Seemingly in prospect is conversion of many energy end uses to electricity and rapid movement of electricity generation to 100% renewable. This workshop sets out the economics of efficient electrification and describes how rate design can support electrification without creating subsidization and inappropriate investment. This workshop also provides preparation for the main conference along with grounding in the utility’s challenges of accelerating efficient electrification to meet popular demand.

• Discuss the efficient electrification concept
• Review costing and pricing approaches for generation & delivery services and what facilitates/impedes electrification
• Review pricing options that convey system costs to customers

Robert Camfield, Senior Regulatory Consultant, Christensen Associates

Robert Camfield is Senior Regulatory Consultant at Christensen Associates. He has extensive experience in the energy industry and the economics of regulation, including resource decisions, regulatory governance and incentive plans, market restructuring, cost allocation, energy contracts, cost of capital, and performance benchmarking. Mr. Camfield has managed numerous projects involving wholesale and retail markets, including market restructuring in Central Europe. He served as the program director for EEI’s Transmission and Wholesale Markets summer program from 1999 – 2008 and is credited with innovations related to web-based energy services, cost analysis, and two-part tariffs for transmission. Prior to joining Christensen Associates, he served as system economist for Southern Company and chief economist for New Hampshire Public Utilities Commission.

Mr. Chapman assists clients in the electricity and natural gas industries to improve their costing and pricing capabilities. Mr. Chapman advises clients in such areas of expertise as: cost-of-service analysis and rate design based upon both established regulatory and market-based principles; innovative rate design including demand response products, renewables pricing, fixed billing, and other market-based retail pricing products; load forecasting and load research analysis. Visitors coming into a BC Hydro workplace and beyond lobbies and reception areas need to be fully vaccinated and must provide proof of vaccination. The organizer of the meeting or visit needs to let their visitors know in advanced of the vaccination requirements.

• At Dunsmuir, Edmonds, Fraser Valley Office, GMS, Revelstoke and Mica, Security personnel will complete the visual check of the visitor’s vaccine card
• At all other locations, the person hosting the visitor(s) will need to conduct a visual check of the visitor’s vaccine card and confirm the name matches their photo ID prior to admitting them on site
