Transportation plays a crucial role in cities as it significantly impacts the quality of citizens’ lives and is often the main means of accessing education, employment and essential services. However, at the same time, transportation is one of the sectors in which global greenhouse gas emissions are rising most quickly. In fact, almost one-third of greenhouse gas emissions come from transport, and traffic is the biggest source of air pollution. In most cities there is encouragement to utilize public transport, walking and cycling as emissions from private motor vehicle use rise. In addition, transitioning to zero-emission transportation will be an essential aspect of being able to meet greenhouse gas reduction goals.

In this course, we will share insights and best practices as to how utilities, governments and transportation manufacturers and operators will accomplish their commitments towards a zero-emissions future.

Kate Sargent, Oakland Office Leader + National Director of Electrification, Sam Schwartz Engineering

Kate Sargent is the National Practice Leader for Electrification for Sam Schwartz Engineering. She brings over 15 years of experience in transit planning and operations, emerging mobility and transportation electrification. She has led transportation electrification master plans and feasibility studies for a number of transit agencies, including King County Metro, TriMet, CTA in Chicago, IndyGO, SEPTA and others. She is also integrating charging station siting, transportation demand management modeling, framework development and logistics to help cities develop detailed and comprehensive transportation electrification strategies that will help them meet sustainability and greenhouse gas reduction goals.


Michael Groh, Senior Planner and Electrification Analyst, Sam Schwartz Engineering

Michael Groh is a Senior Transportation Planner and Lead Analyst who has led transit agencies plans for bus fleet electrification in cities ranging from Chicago to Philadelphia to Portland. His work foregrounds the real-world performance of electric vehicles and chargers to model how they can serve current and future use cases. His modeling work forms the basis of scenario modeling to help transit agencies navigate the trade-offs between potential paths to full fleet electrification. He has over ten years of experience focused on transport planning, policy, and emerging technologies.


Gavin Bailey, Eng.D, Principal Consultant + Sustainable Future Transport Lead, Eunomia Research and Consulting

Gavin joined Eunomia in September 2019 as Eunomia’s lead for sustainable future transport and air quality. He is a specialist in the development of environmentally and economically sustainable freight, fleet and supply chains through the use of computational optimisation models. He also has in-depth experience of a broad range of areas within the field of Transportation, including: low- and zero- emission vehicle technologies, new and emerging modes and technologies (e.g. HGV platooning, connected and autonomous vehicles, drones, and freight-based hyperloop concepts), and mobility as a service. His experience includes projects supporting municipalities and central government agencies to understand the opportunities to improve the sustainability of transportation within their jurisdictions, and develop and implement tailored solutions to meet local, national, and international policy goals, such as air pollution mitigation and net zero carbon ambitions.

Since joining Eunomia Gavin has led on policy work for Transport & Environment (one Europe’s leading Transport NGO) to identify the critical factors to facilitate successful electric bus deployment across the EU. More recently, he has been leading work for the World Resources Institute Mexico to develop a strategy to increase and accelerate the electrification of the transport sector in Mexico.


Amanda Aweh, Energy and Utilities, West Monroe Partners

Amanda Aweh is a Manger in West Monroe’s Energy & Utilities Practice. She has been working in the energy industry for ten years and has led multiple industry leading projects implementing Advanced Rates, creating strategies for Demand Response portfolios, and working with special utility customer groups including Solar, EV, and vulnerable customers to adopt innovative rate programs

Amanda led Pacific Gas and Electric Company’s Default Time of Use Pilot, transitioning 150,000 customers to a mandatory Time of Use Rate. In this role, Amanda led the operational implementation, including IT, field metering, billing operations, contact center,  She led the creation of the customer journey and experience, measurement and evaluation plan, and coordinated with regulators, government officials, and media to ensure a smooth implementation of the new rates to the pilot population and measure customer understanding and operational and electricity load impact. This work informed PG&E’s strategy to transition 2.5 million customers to a TOU rate in 2021. Prior to leading the TOU pilot, Amanda worked on the overall Residential Rate Reform program at PG&E, which created the Time of Use rates and other pricing changes, including Tier Collapse, High Usage Surcharge, Critical Peak Pricing. Amanda also provide input to the structure and pricing of PG&E’s EV Time of Use rate.

Amanda earned a dual Master of Business Administration and Master of Industrial and Operational Engineering from the University of Michigan, and earned her Bachelor of Science in Business Administration from Boston University, Summa Cum Laude.


Margaret Oloriz, PE, Energy, Utilities and EVs, West Monroe Partners

Margaret is an engineer and project manager with over 8 years of experience implementing technology and operational solutions in the energy and infrastructure sectors. In the past 4 years, Margaret has been immersed in the zero-emission vehicle industry. She has helped utilities plan and implement EV Programs and develop business cases to support these programs. Margaret has worked with transit agencies and municipalities to determine costs and operational changes associated with EV Fleet conversion.


Richard Barone, Associate VP and New York Office Lead, Global Airport Planning and Development, Landrum and Brown

Richard is an Associate Vice-President at Landrum & Brown, a leading global aviation consulting firm. He has over 15 years of experience in transportation planning and currently leads the New York City office, the Ground Transportation service line and the LAB – L&B’s research and development unit. His work, at L&B and prior to joining the firm, has been multi-modal, spanning urban transit systems, highways (including goods movement), seaports, and airports. Richard’s focus throughout his career has been on new technologies and systems including the automation and electrification of transportation.  He has managed numerous multi-year studies along with participating in many public speaking (panels and press) engagements and writing articles/OP-EDs.
