Right of way is the common thread that binds successful projects together through establishing and maintaining landowner relations from the first line on the map to poles in the ground. This course will explore proven methods of keeping your transmission projects on schedule through appropriate integration of right of way services into the overall project team structure and explore working relations with environmental, public involvement, engineering, and construction services. The development of appropriate team structures and procedures will be explored along with a multi scenario interactive schedule building exercise to help participants gain a better understanding of how right of way services fit into the overall development cycle in successful projects. Examples of how landowner relations can be improved through early assimilation of right of way services into your team that can be translated into public opinion, schedule and cost benefits will be discussed along with how this is carried through project construction with a sound construction liaison and damage settlement plan. We will also examine the acute importance of the project owner and consultants working together to assist the agencies in understanding the schedule complexities and importance of meeting energization and financial targets for these highly competitive projects.  Effective corridor management including franchise consolidation, permitting and vegetation management in major transportation corridors will also be discussed.

Case Study – Transit Expansion in Dense Urban Areas and Impacts on Transmission ROW

The light rail expansion through a densely populated area resulted in acquisition of rights which severely impact the electrical transmission system. This includes the siting of additional substations and the shared use of transmission corridors, which also serve as City operated trails – and are owned in fee by the Snohomish County PUD.  As many cities are experiencing the need for mass transit and Departments of Transportation adhere to strict buffer zones this leaves a utility company in a precarious situation when it comes to siting of the rail line.

Case Study – Eastern Massachusetts Transmission Projects

Transmission siting and permitting is becoming more challenging as there is less land available for new lines, the public becomes more engaged in the process, regulations change, and there are more and more factors to evaluate and consider. As the country increasingly grapples with climate change and environmental justice, transmission siting sits at the intersection of human and natural environmental concerns and must find a way to balance it all.

Climate Policy Update

With a stronger push to renewables and decarbonization under the Biden Administration, there is a flurry of legislative and regulatory activity.  This presentation looks at the Biden Infrastructure Plan and the Massachusetts Decarbonization Roadmap to connect policy with implications for project development with a focus on inter-regional transmission, offshore wind integration, and the role of natural gas in a decarbonized future.
