    Offshore wind is still a new industry in the United States with only 42 MW installed so far. However, the regulatory project pipeline for offshore wind is robust. This presentation will focus on the unique challenges for the East Coast, including supply chain barriers, interconnection, and permitting.

    Offshore wind offers potential for large increases in power production, but it will take a major extension of the grid to unlock that possibility. Careful transmission planning will also be necessary to integrate tens of gigawatts of offshore wind generation into the onshore grid. Overall renewable generation portfolio, as well as the demand profile, need to be forecasted and assessed to maximize the potential of offshore wind. This session will discuss the potential impact on reliability and congestion of the power grid to help participants consider the path forward.

    Bureau of Ocean Energy Management (BOEM) is authorized to issue leases, easements, and rights of way to allow for renewable energy development on the Outer Continental Shelf, coordinating with relevant federal agencies and local governments to ensure that development takes place in a safe and environmentally responsible manner. The phases of BOEM’s renewable energy program include planning, leasing, site assessment, and construction and operations. This session will examine how BOEM manages its statutory obligations and provides certainty and flexibility in overseeing OSW development.

This session will identify the myriad of regulatory permits needed and potential for agency coordination to streamline the development process.
