FERC Electricity 101 provides a comprehensive overview of the agency’s impact on the electric power industry. This course is designed for attendees who are seeking a basic knowledge of FERC, desiring a refresher course, or wanting to learn about how the Trump administration and changes in congressional leadership might influence the commission. FERC has a large – and growing – presence in the electric industry, especially in light of the Energy Policy Act of 2005. Attendees will be able to recognize and relate the nature of the FERC role and how agency actions may affect regulated entities and the marketplace.
EUCI has been accredited as an Authorized Provider by the International Association for Continuing Education and Training (IACET). In obtaining this accreditation, EUCI has demonstrated that it complies with the ANSI/IACET Standard which is recognized internationally as a standard of good practice. As a result of their Authorized Provider status, EUCI is authorized to offer IACET CEUs for its programs that qualify under the ANSI/IACET Standard.
EUCI is authorized by IACET to offer 0.7 CEUs for this event.
This program will use PowerPoint Presentations, group discussions, as well as active participation.

Peter Scanlon, Partner, Duncan, Weinberg, Genzer & Pembroke, P.C.
Mr. Scanlon is a Partner with Duncan, Weinberg, Genzer, & Pembroke, P.C. with over 25 years of experience on matters involving energy law, administrative law, litigation, and the regulation of electric and natural gas public utilities. Within these core practice areas, Mr. Scanlon regularly represents a wide range of clients before the Federal Energy Regulatory Commission (FERC), a number of state public utility commissions, and various state and federal courts. He also regularly advises clients with respect to matters pertaining to Regional Transmission Organization/Independent System Operator tariffs and stakeholder processes, utility rate and tariff filings, rulemaking proceedings, legislation, compliance and enforcement, formal and informal settlement negotiations, interconnection agreements, energy contracting, renewable energy policy, and the development of energy projects.
Tyler Mansholt, Senior Associate, Duncan, Weinberg, Genzer & Pembroke, P.C.
Tyler is a senior associate in the firm with a practice focused on matters before the FERC, as well as other Federal and state agencies, involving the electric, natural gas, and hydropower industries.
With regard to electric regulation, Tyler has advised clients on a wide range of Federal matters associated with wholesale markets, mergers and acquisitions, transmission incentives, and formula rates. In addition, he has assisted clients on matters before state utility commissions, including interconnection procedures, distributed generation, and integrated resource planning.
In the area of natural gas, Tyler has advised clients regarding the Federal implications associated with the development of pipeline infrastructure, particularly as it regards compliance with environmental requirements. Tyler’s hydropower practice at the firm has also counseled clients on jurisdictional issues, permitting requirements, and preference power conditions.
Prior to joining the firm, Tyler was employed at the FERC as an Attorney-Advisor in the Office of General Counsel. While at FERC, Tyler provided council on natural gas matters, including market-based rate and jurisdictional determinations, and applications for the construction of pipeline facilities, storage facilities, liquid natural gas facilities, presidential permits, and abandonment. Tyler also provided legal and policy advice on a wide range of hydropower matters, including preliminary permits, exemptions, licenses, relicenses, and surrenders.
Greg Upton, Assistant Professor at the Center for Energy Studies/ Louisiana State University
Greg Upton is Assistant Professor at the Center for Energy Studies, Louisiana State University. His research interests are related to the analysis of economic and public policy issues on energy and the environment.
Dr. Upton is also Research Associate at Acadian Consulting Group (ACG), for which he has five years of experience in supporting expert analysis of economic, statistical, and public policy issues in energy and regulatory industries.
During his tenure at ACG, Dr. Upton has worked on more than 20 regulatory cases in more than 10 states. He has worked on a wide range of issues including the impact of utility rate increases on economic output, the distributional effects of different types of utility rate designs, economic impacts of new infrastructure programs, benchmarking analysis, economic valuation, and estimating the tax impact of a large environmental disaster.
Dr. Upton holds a Ph.D. in Economics from Louisiana State University where he also received both an M.A. in economics and a B.S. in economics with a concentration in empirical analysis. He is a member of professional organizations such as the International Association of Energy Economics (IAEE), American Economic Association (AEA) and the Southern Economic Association (SEA).
