Overview

Generation owners of aging coal or oil fueled stations have already done so or are still planning on closing facilities due to various U.S. Environmental Protection Agency rules like the Mercury and Air Toxics Standards with some impacts by many other rules as well. While these rules have been a major force in changing the landscape of coal powered generation, there have also been the economic influences of less demand and natural gas prices while non-critical and aging plants simply are no longer economically viable.

For those companies that are still engaged in planning after the decision was made to close, what happens next? How does an owner essentially cover the costs associated with closing a plant and how that impacts the decision to simply mothball, demolish, convert fuels or sale the property? For those owners that have closed a facility, there are issues that are left behind after the brick and mortar presence has left the community. Some of those issues are community engagement and development approaches to assist those left without a job, to the opportunities to be “a good neighbor” in the community with physical reuse opportunities or sale of the property for redevelopment. This conference will answer and discuss some of these questions and issues.

Additionally, the conference will provide owners with the next step in the plant closure process by sharing vital information and lessons that have been acquired by the generation owners in the program by discussing: comprehensive beginning to end closure projects, the preparation involved in selling a plant, environmental liability transfer options, and plant redevelopment options and possibilities.

Learning Outcomes

  • Examine Duke Energy’s decommissioning progress with a focus on costs, risks, and lessons learned over the past 5 years
  • List Southern Company’s lessons learned that help mitigate risks associated with the dismantlement process, safety, and environmental compliance
  • Review a completed Dominion project from beginning to completion covering planning process, vendor selection, scope planning through to final completed execution
  • Discuss the experience and knowledge gained from the successful demolition of Santee Cooper’s Grainger Generating Station
  • Engage in a panel discussion on the challenges facing generation owners after closing a plant
  • DTE Energy as they systematically retire most of their fossil generation fleet
  • Describe Wisconsin Power and Light’s (Alliant Energy) work to prepare their power station for a conversion to a new student union and athletic facility for Beloit College
  • Examine Exelon Generation’s complexities of preparing a retired power plant site for sale
  • Discuss the benefits of an environmental liability transfer during power plant closure
  • Review American Electric Power’s decommissioning processes for regulated and deregulated assets evaluating demolishing vs liability transfer, risk appetite and how to mitigate risk
  • Examine the process involved in re-developing a former power plant as discussed in the successful redevelopment of Austin’s Seaholm Power Plant

The retired Blackhawk Station in Beloit Wisconsin is located adjacent to Beloit College.  Wisconsin Power and Light (WPL) (a subsidiary of Alliant Energy) has entered a partnership with the College.  WPL will be removing the equipment from the plant and Beloit College will re-construct the facility into a new student union and athletic facility called “The Powerhouse.”

This case study will review the complexities of preparing a retired power plant site for sale, managing stakeholders, and maximizing the value. This South Boston area plant has had power operations for over 100 years and Exelon is setting it up for redevelopment by a new owner.

9:15 – 10:00 a.m. :: Post Closure Environmental Liability Transfer Strategy for Remediation and Repurposing of Retired Power Plants

When retired power plants are impacted by unresolved environmental issues, the associated environmental liability can be transferred to an outside party through a liability buyout transaction, also known as an Environmental Liability Transfer (ELT). ELTs are designed to create a financed pathway for the complete removal environmental risk while also creating incentives for environmental clean-up and redevelopment of the distressed site through the private sector. This presentation will discuss the benefits of this strategic transaction during power plant closure and its impact on major retired assets from companies including AEP, DTE Energy, Shell Global, and others.

This presentation will focus on the path taken by American Electric Power (AEP) for regulated and deregulated assets after the closure date. Discussion will focus on decommission efforts, evaluating demolishing vs liability transfer, risk appetite and how to mitigate risk.  It will conclude with an update on AEP’s self-demo effort and liability transfers.

The re-development of the Seaholm Power Plant is the anchor of a new Seaholm District, forming the southwest quadrant of downtown Austin. Taking this historic decommissioned power plant and repurposing it while developing the land around it has created a place to live, work, play, shop, eat and sleep on the shore of Lady Bird Lake, and is connected with a major intermodal transportation network. This presentation will wrap up the conference with a comprehensive look at the process involved in re-developing a former power plant.
