Overview

The electric industry that was built over the past 100 plus years is being disrupted with accommodating variable renewables and customer-sited resources. We must not only understand what this change will do to the wires and transformers, but also the core values of reliability, safety and affordability that were used to create the largest machine in history, the electric grid.

EUCI’s T&D System Protection, Control & Monitoring Conference will highlight potential reliability risks and mitigation approaches for increased levels of DER and how to accurately model the power system given the interconnected nature of the power grid today. The participants will learn about how leading utilities are responding to voltage and frequency ride through, managing power quality, interoperability and more.

Applying Safety Risk Assessment to Power System Operations

The California Public Utilities Commission (CPUC) is a national leader in applying risk management analysis to utility operations, to improve safety for utility customers, employees and contractors, and to better inform decisions about utility spending priorities in rate cases.  This presentation will describe how this new process is working to identify and mitigate electrical operations risks, using examples from recent rate cases.

The Ever-Changing World of Protection and Control

The electric industry was built with cautious and deliberate steps over the past 100 plus years but now we find ourselves in a “wild west” where anything goes. We must understand what is driving the change and what this change will do to the wires and transformers, but also the core values of reliability, safety and affordability that were used to create the largest machine in history, the electric grid. We must understand what our customers want, but also provide what they need and therein lays the dilemma. Renewables are replacing large centralized rotating machines and we need new models that can predict how the inverter based power production will impact stability and challenge the traditional techniques we relied on to protect the grid.

PG&E in California is in the middle of this change and is seeing an impact to our field teams, engineering applications and business models. We are committed to the policies of the State of California and are finding ways to accommodate the change but we are not alone in this effort. I am confident that the same fortitude of the people that built the industry will once again step up and bridge the “now” to the “end game” of this change and technology will be our holy grail. It is venues like that are necessary to share ideas and build collaboration between our regulators, academia, utilities, manufactures, contractors and consultants to be successful for we all know, we succeed as a team.

10:45– 11:30 a.m. :: Solutions for Distributed Generation Protection and Control Issues – Case Study from PG&E

The increase in renewables in California with the emphasis on Distributed Energy Resources (DER) such as aggregated DG and Storage has presented numerous Protection and Control challenges.  Integrating these resources into the legacy T&D grid is becoming increasingly complex as penetration levels increase and in a changing regulatory environment.  This presentation will go over the technical aspects of protection, and control challenges including best practices learned from the early stages to the present in order to make these changes safe, reliable, affordable and clean.

The brief talk will address issues surrounding the deployment of Wide-Area Monitoring, Protection and Control (WAMPAC) systems based on synchronized measurement technologies for advanced applications. To properly address these unique challenges, one needs to have cross-disciplinary knowledge, experience and expertise in synchronized measurement technology, communication networking, information technology, power systems, market operations, cyber security, and so on, as well as in-depth understanding of the status and developing trends in WAMPAC systems and applications. The presentation will additionally address – accommodating diverse requirements of different WAMPAC applications, which include –  a wide-range of advanced WAMPAC applications with diverse system requirements. Utilities are struggling to keep up with replacement programs for their aging infrastructure, especially at low voltages where the sheer volume of existing equipment, and the wide range of vintages that are still in-service, compounds the problem.  This presentation describes the top-down redesign approach we have used, as a utility, to achieve improvements in our standard integrated protection, automation, and control package.  The one-size-fits-all solution that is being implemented addresses design/construction duration, equipment costs, personnel safety, system redundancy, communications reliability/security, and engineering/maintenance time.

3:30 – 4:15 p.m. :: A Layered Defense Approach to Securing Operational Technology Networks

Insider and external cyber threats require a layered defense approach to cybersecurity in Operational Technology (OT) networks.  This presentation will provide an overview of the National Renewable Energy Lab’s 9-layer cybersecurity architecture that relies on sound network hygiene principles, context and signature based anomaly detection and in-line blocking tools for protecting OT networks against both insider and external cyber threats.  The 9-layer cybersecurity architecture is truly unique and disruptive because it does not rely on protocol level security or end point security which allows legacy and modern systems to be protected systemically in the OT networks with a consistent level of security across the entire infrastructure.  This approach saves millions of dollars in unnecessary upgrades of OT networks simply to improve the cybersecurity posture against fast emerging cyber threats.

A fallen energized conductor is an inherent risk to public safety or even wildfire ignition. What if it was possible to detect and de-energize a broken conductor before it hits the ground and causes a fault? Cancellation Policy

Your registration may be transferred to a member of your organization up to 24 hours in advance of the event. Cancellations must be received on or before January 26, 2018 in order to be refunded and will be subject to a US $195.00 processing fee per registrant. No refunds will be made after this date. Cancellations received after this date will create a credit of the tuition (less processing fee) good toward any other EUCI event. This credit will be good for six months from the cancellation date. In the event of non-attendance, all registration fees will be forfeited. In case of conference cancellation, EUCIs liability is limited to refund of the event registration fee only.
