Solar Supply Chain Essentials: Challenges & Paths Forward

Just as the solar project development pipeline was on pace to deliver a flood of projects following a mild setback in 2020, its bright prospects in upcoming months are being shaded by gathering supply chain clouds.

This course will shine light on key elements of the solar project development supply chain, what the pressures are, how they may impact the timing as well as delivery of projects, and some possible counter-measures to lessen the impact on project development outcomes.

Learning Outcomes  

Attendees at this course will:

Matt Brinkman, Solar Business Unit and Regional Practice Manager, Burns & McDonnell 

Matthew Brinkman is the Solar Business Unit and Regional Practice Manager at Burns & McDonnell.  In that capacity, he supports the company’s solar project managers and technical teams through: allocation of resources to projects, consulting with clients related to project execution models, performance testing requirements, contract review and negotiations, performance testing, and changes in the solar market.  His team has worked on some of the largest and most lauded solar projects in the nation, including serving as the Owner’s Engineer on the largest solar thermal plant in the world (392 MW Ivanpah) and the largest solar PV project in the United States (580 MW Solar Star).   Mr Brinkman started his career at Burns & McDonnell in 1994 as a civil engineering co-op while attending North Dakota State University. In 2004, he permanently transferred to Phoenix, Arizona, and moved into a project manager role. In 2006, he was asked to start the Energy Global Practice in the Phoenix office, which has grown to the largest Energy presence in all Burns & McDonnell regional offices.  In 2008, he set up the solar business unit, which has established Burns & McDonnell as a premier Owner’s Engineer in the solar market.  In 2013, Mr. Brinkman was named a member of Burns & McDonnell’s Principal Group, a senior-level leadership group within the company.  Among the industry recognition he has received, he was appointed by Governor Janet Brewer to serve on the Arizona governor’s Solar Advisory Task Force. 

Philip Shen, Managing Director and Senior Research Analyst, Roth Capital Partners

Philip Shen is a Managing Director and Senior Research Analyst at Roth Capital Partners providing equity research coverage of the Cleantech sector. Over the years, he has covered the broad spectrum of cleantech sub-sectors and is currently focused on solar. Prior to joining Roth, Mr. Shen worked as a Research Associate at J.P. Morgan and Bear Stearns.  He received a StarMine Analyst Award for No. 1 Earnings Estimator of Semiconductors and Semiconductor Equipment in 2015 and a Thomson Reuters award for No. 1 Stock Picker of Semiconductors and Semiconductor Equipment in 2016. He was also a member of a team ranked by Institutional Investor magazine as “Second Team” for its Machinery coverage in 2007, 2008, and 2009 at Bear Stearns and J.P. Morgan.  Mr. Shen received a B.S. in computer science from Brown University and an MBA from Stanford University.


Peter Scannell, Vice President – Product Management and Procurement, Signal Energy DG (invited)

Peter Scannell is Vice President of Product Management and Procurement for Signal Energy DG.  He joined the EPC in 2019, where he’s responsible for all estimating, equipment procurement, and sub-contracting of the DG group. Mr. Scannell has been in the solar industry since 2011 with roles at M+W Energy and First Solar. Prior to coming to the US, he worked in Europe as an engineer in the marine and pharmaceutical industries.

Paul Wormser, Vice President – Technology, Clean Energy Associates LLC

Paul Wormser is Vice President of Technology at Clean Energy Associates (CEA), a solar specialist technical advisory which provides quality assurance and independent engineering solutions world-wide.   He has worked as an executive for CEA since 2017 and oversees all aspects of client projects and supply chain management.  He manages work streams to drive improvements, which include implementing CEA’s reporting procedures, soliciting client feedback and developing CEA’s entire suite of service offerings for solar and storage. Mr. Wormser has more than 40 years of solar and storage industry experience including engineering, sales, marketing, product development, strategic planning, and senior management.  He previously served as a Senior Director at SunEdison, which he joined in 2013 as Director of Special Projects in the Solar Platform group.  He led the deployment of fixed tilt and tracking systems as well as the creation of the firm’s Silvantis™ module line.  Mr. Wormser transitioned to the role of Senior Director of Marketing for Solar Materials, with a focus on partnerships and technology licensing.  His work ultimately culminated in the divestiture of the Solar Materials business unit. 

Elise Shibles, Member, Sandler, Travis & Rosenberg, P.A.

Elise Shibles is a Member of Sandler, Travis & Rosenberg, P.A., resident in the San Francisco office. She advises and counsels clients on trade agreement and preference program requirements for a variety of different types of goods under U.S. and non-U.S. trade programs.  Ms. Shibles has represented the interests of numerous international companies in free trade negotiations, including rules of origin, customs procedures and market access.  An emphasis of her practice is counseling clients on compliance efforts with regard to forced labor and on traceability of resources and production in response to origin verifications.  Prior to joining the Firm, Ms. Shibles served for more than a decade with U.S. Customs and Border Protection, formerly the U.S. Customs Service.  She holds a J.D. from the University of California at Davis and a bachelor degree from Iowa State University.

Richard Mojica, Member & Practice Lead – Customs & Import Trade, Miller & Chevalier

Richard Mojica is Member and Practice Lead for Customs & Import Trade at Miller & Chevalier. He counsels U.S. and international companies on how to minimize the cost of importing merchandise into the United States by utilizing duty-savings programs and tariff mitigation strategies.  Companies also turn to Mr. Mojica for counseling on customs enforcement matters, including audits, investigations, and penalty cases. Most recently, he has assisted companies in the solar, apparel, and agriculture industries comply with anti-forced labor laws, including the U.S. prohibition on the importation of products made with forced labor (19 USC §1307). In that context, he has led efforts to successfully challenge merchandise detentions and modify the scope of Withhold Release Orders (WROs).
