Overview

Generation owners of aging coal or oil fueled stations have already done so or are still planning on closing facilities due to various U.S. Environmental Protection Agency rules like the Mercury and Air Toxics Standards with some impacts by many other rules as well. While these rules have been a major force in changing the landscape of coal powered generation, there have also been the economic influences of less demand and natural gas prices while non-critical and aging plants simply are no longer economically viable.

For those companies that are still engaged in planning after the decision was made to close, what happens next? How does an owner essentially cover the costs associated with closing a plant and how does that impact the decision to simply mothball, demolish, convert fuels or sell the property? For those owners that have closed a facility, what are the issues that are left behind after the brick and mortar presence has left the community.

This conference will provide owners with the next steps in the plant closure process by sharing vital information and lessons that have been acquired by the generation owners by discussing: comprehensive beginning to end closure projects, community engagement, human resource lessons learned from closed facilities, the preparation involved in selling a plant, and the options for environmental liability transfer. There will also be a tour of a former American Electric Power facility that was sold and is being demolished for redevelopment.

Duke Energy has the long-term vision for its roughly dozen decommissioned sites to return them to ground level.A majority of those have been completed and restoration accomplished at most of those as well. This presentation will review some lessons we have learned from the decommissioning and demolition of those sites while discussing our Ohio plant that is in the process of decommissioning with future demolition being planned.

1:30 – 2:15 p.m. :: A Fixed-Price Strategy Used at AEP’s former Tanners Creek Station

During power plant retirement, budget forecasts seldom align with actual costs – this can be due to a variety of factors including: higher than expected concentrations of environmental contamination, changes to regulatory requirements, fluctuating interest rates, fluctuating and unpredictable scrap recycling and equipment salvage prices, contractor disputes, unforeseen conditions, relocation of utilities, fluctuating real estate values and so on. Sometimes the cost to decommission a plant becomes greater than the original cost to build and bring a plant online. This presentation will present a strategy designed for energy companies and other stakeholders, including potentially responsible parties, seeking a cost-controlled solution for managing the retirement and decommissioning of large-scale power plants and facilities.

At Tanners Creek, for a fixed price, Environmental Liability Transfer Inc. assumed all environmental liabilities, demolition and abatement obligations, and funds an environmental trust which insulates and protects the Seller from environmental remediation boomeranging back. Following remediation, this program creates a pathway to successful and viable redevelopment of the property, eliminating the negative stigma when an energy company exits a local community. Employing this strategy has resulted in elimination of urban blight, created new jobs, increased local tax revenue base, increased public health and safety, improved sustainability efforts, etc.

Overview

 The decommissioning and preparation work that needs to be accomplished for a retired plant is an obvious complicated and lengthy process. Part of this work is the almost overwhelming list of environmental considerations in a project. This engaging afternoon workshop will delve into the myriad of environmental concerns from asbestos, PCBs, salvage and scrap handling, to coal piles and coal combustion residues. The afternoon will conclude with a detailed discussion on the types of existing permits and what to do with those once the facility is decommissioned. Workshop attendees will leave with useful environmental information that can assist in the development of successful decommissioning and demolition projects.
